go toweapon and armor merchants, right click them, and look for the anvil that says weapon repair and full weapon repair.

Go to any vendor who sells weapons and/or armor. Talk to them and open their shop window. On the bottom center of the vendor's screen there are two buttons, one is a hammer and one is an anvil.

If you click on the anvil, you will pay an amount of gold and repair all the equipment you are CURRENTLY wearing to full durability.

If you click the hammer, the next piece of equipment you click on in your inventory will be repaired to full. (This is to let you repair stuff you don't have equipped, or to repair individual pieces of your equipment if you can't afford to repair it all.)

If you hover the pointer over the anvil for a moment it will tell you how much the full repair will cost, and will do the same if you use the hammer and hover over the equipment you want to repair.

The cost for repair is basically minimal, but does go up as your equipment gets more expensive and/or more damaged. I tend to repair myself whenever I encounter a vendor I can do it with. That way my equipment is less likely to give out in the middle of the action. Full damaged equipment (red on your little status figure) doesn’t give any of its bonuses, but can still be fully repaired at the first vendor you come across.

And to save you a question, there is NO WAY to repair items yourself. Only NPC vendors can repair your equipment.

Any NPC vendor that sells armor or weapons should be able to repair your armor. So, not a trade vendor or a general goods vendor, but a weapon or armor vendor.

So, walk up to the vendor and click on them like you were going to buy something. At the bottom of their little menu, there are two buttons... one is "repair all items"... if you click that, all the stuff you are wearing will be fully repaired for a small fee. The other one is for repairing only one item... click on it, then click on the item you want repaired.
