Some good answers here already, but I can give a few additional ideas. I've had lots of folks say they've had good luck with craigslist http://sfbay.craigslist.org/, some with freecycle http://www.freecycle.org/. Both are community based groups, so you can ask to see the tank before you buy (in freecycle all listings are free).
Another source is yard sales, auctions, and newspaper classifieds. Also consider pet stores around where you live. If there's a large city near you, check online to see if there's an aquarium club/society. Members often hold livestock and equipment auctions (you may have to pay a memeber ship fee, but livestock for sale is superior to any you'll find in pet stores). Often pet/fish stores in the area set up displays and later sell the equipment that was used (as well as discontinued items) around 1/2 off the regular price at their store.
Just make sure it holds water (if you are intending to use it for fish). Give it a good cleaning with vinegar and water or a dilute bleach solution and rinse well before you use it.
I currently own 20+ tanks and only three of these were bought "new".

you can purchase cheap tanks at Wal-mart. i have had one for over a year now and it is still in great shape. you can buy a complete set up, or just put one together yourself (that would be fun!!). the actual glass tank is usually only $10, the gravel about $10 (for two bags--what you need to cover the bottom of the tank), plants between $3 and $10 (depending on how many you want, and what size), the heater comes with the complete set up (you don't need one for coldwater fish), the decorations are between $3 and $20, and the filter is probably about $10 or $15. the fish are another matter.
if you are starting a tank, it will probably cost you about $100...at least, that's what it costed me.

You get what you pay for.
As long as you keep that in mind most large pet store's and Department store's sell inexpensive tanks and equipment for the budget minded consumer.
You can also try looking for used things in the paper, and at the local pound (people who want to get rid of fish do actually post notices there) You can often find some rather expensive equipment for a good price that way.
Never buy used equipment online though, only buy used if you can inspect the items first.

you can usually get a pretty good cheap fish tank set up at walmart i wouldnt get fish from their though they usually arent well taken care of and usually die, a good cheap fish that i have found are guppies, if you start with a few males and a couple females(depending on the siz of the tank) then they will have babies to help with more fish, and they are actually quite pretty fish, :)

well you can buy a tank that is small at the dollar store for one dollar or you buy a tank at walmart for $5.
or you can try to have the dollar store tank so you can it something goes bad then you wouldnt have wasted a lot of money on it.
ps that is exatly what i am doing because i won 2 small comet goldfish

It all depends how large (gallons) tank
your buying I have had both cheap and well made.
I will never r buy a cheap 55 galon tank again they can and will someday leak ! and waking up to a slushy livingroom carpet is never fun I know!

Try looking at classified and garage sales. I bought my 55gal All-Glass-Aquarium for $60 (on craigslist) and it came with a 50' Python no-spill kit, 150w heater and everything else.
You should also try looking at your local fish stores. I know a place in San Francisco that sells tanks at $1/gallon. You might be lucky and find one in your area.

Usually you can get cheap tanks over at your local pet store. my 4000 gallon saltwater tank was intalled custom. they usually have spare tanks that are usually low in price.
