I'm not sure what the question is. I could guess that it is what is the value of a if u^2--14u + a is to be a perfect square? If so, then the answer is (14/2)^2 = 49.

u² + pu + c = 0

u = -p/2 +- ROOT(p²/4 - c)

p = -14
c = a

The rest you can do an your own... Hopefully
