The lighter itself, no, the fluid in some places you will have to be 18 due to its possibility for abuse as an inhalant. Wal Mart for example definitely won't sell you the fluid if your under 18, and many places have a policy of not selling lighters and or fluid to those under 18. There are legitimate uses for a lighter for someone not old enough to smoke, so they can't really stop you from buying one. Just remember to be careful, fire is a serious thing that many people underestimate, and smoking really is a terrible habit if that's why you want one.
