From dictionary.com:
gaud·y Pronunciation[gaw-dee]
–adjective, gaud·i·er, gaud·i·est.
1. brilliantly or excessively showy: gaudy plumage.
2. cheaply showy in a tasteless way; flashy.
3. ostentatiously ornamented; garish.
Typically gaudy is not a good thing. It usuallly means someone is over the top or cheesy. For example if I wore a bright pink tuxedo to a formal event people would consider that gaudy.

It comes from the name of an Italian architect, "Gaudi", who designed buildings that were ... well, some would say "ugly" or garish.
Gaudy now basically means something that is obviously expensive, eye catching, unique, and in really bad taste.
