My main circuit breaker and buss bar had to be replaced because of corrosion. In the meantime, my electric bill "soared" and my a/c unit had to be replaced.

Yes. Your AC unit is designed to run at 220 volts. The lower the voltage the higher the current to produce the same power. The windings in the motors will overheat as a result and ultimately burn out the motors in the compressor and the fan If the electric motors do not have a thermal cutout.

Yes, low voltage will damage any motor; see Frozen's answer. The electric bill soared because the electricity had a hard time flowing through the corroded parts. The lower the resistance, the easier electricity flows. Corrosion greatly INCREASES resistance, making it hard for electricity to flow, which heats up the corroded items, which makes it harder for the electricity to flow, and a lot more current has to be used to do the same amount of work. Because the motor draws more current to do the same amount of work, it will eventually burn up - and make your meter spin in the meantime.

Most electrical machines will operate adequately on a voltage + or - 10% of the rated capacity. So it would depend on the amount of voltage drop that occurred as to whether it would actually have caused damage to the A/C unit.

Any voltage of electricity that was not designed to be sent to any electrical unit can damage it.
