Why in God's green earth would you want to tax Yahoo answers?
There should be no tax
First, you would need a method of procuring payment of these penalties. I would not be on this board if I needed to enter a CC # to get into Yahoo Answers. Also it would require that all answers be tracked down. Also this is an international thing which would make it even more complex.
Next yahoo is a private company, to just tax one service they provide would be discriminatory and would open the door for all chat rooms beening taxed.
Finally look at what a tax is. A tax is the government threatening you with prison time or high fines if you do not let them take your money. It is legal robbery.

Taxation is slavery. (You work for you money and then the fruit of your labors is forcibly taken by the government and spent on stuff you have very little say in)
Do not bring slavery to Yahoo Answers

I feel there should be an incremental tax depending on the number of questions asked/answered. If you ask 10,000 questions you get them at 0.5 pence per six questions. This would be calculated at the year end when you fill in your annual Answers tax form the YATF1. The other option would be to pay each month a set amount based upon your circumstances, come the year end you would get a rebate IF you have over underestimated the number of questions you would ask. This would involve filling in a PAYG01 form wich will be passed from department to department till we lost it and told you that you actually didn't file the claim in the first place.
