They already are.
Fear the day when China decides to stop funding our foreign debt, and demand payment on that which they already hold, which is anywhere between 1 and 3 trillion dollars(the government seems to be unable to give any hard numbers on this).
They are modernizing and expanding their military, and have the capability to take out US satellites in minutes in the case of hostilities erupting.
They are taking over traditional US markets in Asia and South America, and are quickly becoming quite the player when it comes to foreign aid to third world countries.
And every administration from Nixon to Bush 43 have encouraged and enabled all this, and the chickens are starting to roost.

2000 -- give or take a few years.
They are already a nuclear power, with the second largest economic base and one the largest pools of manpower.
What more does it take to qualify as a super-power?

Already are, my friend.
Everyone's struggling to get in on this market and it shows. Also, with Hong Kong being their 'test bed' for democracy, this experiment is going fairly well.
