I hate to say this since both of my answers have passed on, but I have to say Curt Hennig and Owen Hart.
I have to amend this by saying Curt Hennig DID win the AWA World Heavyweight Championship, but I'm only thinking about the WWF/WWE and WCW Championships.

Roddy Piper. During Piper's prime, he as so truly hated that if he had won the gold over Hogan, the WWF was afraid it would lose viewers and sales. That's something Hogan maintained to keep the belt around his waist. Truth be told, Hogan was, and is, about as insecure a person that ever lived, and needs to be told a million times an hour how great he is. He's made millions, been at the top for decades, and still has an inferiority complex.

I doubt there is a best wrestler who never won the belt, cause of the fact he didnt win one. you have to look at number of years in the profession to determine who might have been a good wrestler.

why would fake wrestlers be proud to win something they didn't really win? they only win those belts because the boss tells him he's the champion. that doesn't take any skill at al. UFC PRIDE & MMA #1 FAKE WRESTLING DROOLZ!
