To me, that sounds like, looking at the concepts and purpose of equations (why they work) versus "plug and chug" (getting a number value) by solving an equation.
one is mathematics the other arithmetic

Mathematical ideas are generalisations or principles specific to Mathematics or a theoretical subject. Quantitative methods are mathematical principles applied to the study of a topic.
