If your brows are spotty or sparse and you want to fill them in, there are several ways to do it.
1. Take an angled eyeshadow brush and press just a bit of eye shadow to the brow (medium or dark brown for brunettes, taupe for blondes or redheads, charcoal for silver or gray hair). Follow the direction of the brow and extend the brushed-on shadow to the edge of the eye.
2. Pat a tissue on top to blot up any excess. If your brows are really thin, you can pencil them in slightly thicker, but it's difficult to make this look natural. Take an eye pencil under the brow and follow the brow line out to the edge of the eye. Use your powder sponge to press some powder on top, very gently, to soften the line. Then use a brush to lightly fill it in with shadow.
Eyebrow Color
To define your brows you can use eyebrow powder or pencil. Apply powder, with an eyebrow brush, dusting it through your brows and taking care not to sweep it onto the surrounding skin. This gives a natural effect, and requires little blending. Alternatively, use a well-sharpened pencil to draw on tiny strokes, taking care not to press too hard or the finished effect will be unnatural. Then soften the lines you have made with the eye pencil by lightly stroking a clean cotton bud through your brows.
Quick Eyebrow Tips
Be careful about the distance between the brows and the length of the brows.
Always pluck your eyebrows in between. Don't pluck the top of the brow as it may become fuzzy.
If you have never plucked your eyebrows before, see a professional.
If your brows are messy on top, have a facialist wax them.
The most elegant brow is elongated, clean and simple.

get them done by a proffesional the first time, make sure they follow your natural style as this suits you the best. After that pluck any new hairs that grow outside of your new eyebrow shape. If you cannot afford to have them done proffesionally the first time ask a friend who has really nice eyebrows to do them for you or take the plunge and do some research on the internet then do them yourself. If you do them yourself make sure you have a good pair of slanted tweezers and an eyebrow comb.

pluck them yourself. and the shape of them should pretty much match the shape of your eye. what i'm saying is, from the innermost corner of your eye (the part closest to your nose), the eyebrow should start straight up from that. then, from your pupil, go up, but at like a 45 or so degree angle, and that's where the arch of the eyebrow is. then from the last corner of your eye (the one closest to the ear), go at a little less than a 45 degree angle, and that's where the eyebrow should end. i pluck my own, and it always helps me to draw where i want to pluck with a light eyeliner, and then just wash that off later. but, these are just guidelines. you could get it done professionally, but it's more fun to do it yourself. b/c you're the only person who knows what you want.

If you weren't born with them (or the potential after grooming/waxing), and are not good freehand with the pencil, there are stencils you can buy to trace along.
Some places will tattoo eyebrows on -- but I'd be afraid of them being the wrong color, too dark, or sagging when I get old & wrinkled. That would look strange.

You need to go and get your eyebrows waxed by a professional. It's only, like, 10 bucks.

I recommend threading. It costs a little more but it's worth it. Threading doesn't hurt as much as waxing and it lasts for a long time. Plus it doesn't burn. Good luck.

well i have to say...it helps having good genes. But i wouldnt recomend you pluck them too much and end up having to paint them on. The best id say it to pluck them (not to thin) regularly and keep the hairs nice and soft
