My camera claims up to 30 FPS. I have it connected to a USB 2.0 connection pentium 4 processor

Hi. Philip T is probably right. The bottleneck is your connection to IM, and you don't have control over that. USB 2.0 is fast enough, a P4 is fast enough. Try shutting down extraneous programs (task manager) and running JUST IM to see if the frame rate improves. Also (just as test) turn off any anti-virus programs to see if they have an effect. Then turn them back on of course. Also make sure you have plenty of light. Good luck!

Hi, I have this same problem (different site) 8/9 FPS and am using my built-in webcam. I heard that windows 8.1 had problems with slow FPS, not sure how to fix, it is NOT a connection problem.

To increase the frame rate, you may reduce the picture size or the Webcast image quality.

That's the only way.
