Go to http://www.hotmail.com
Click on the Sign Up button
Fill out the registration form, select the free account
and you should be set to use both Hotmail
and MSN/Windows Live Messenger.

go to msn.com and click hotmail you should find a button that says sign up click it and just follow the directions from there
