blazer,4.3L,auto,130K,transfer case engages front driveshaft,vaccum actuator under hood works,but vaccum is present in 2WD or4WD,makes no difference if plunger on actuator is in or out,no front axle lock

Since S-10 blazers never had locking / unlocking hubs, I would take a closer look at that plunger / actuator. Sometimes the plunger breaks inside the front diff.

If that isn't broken, and it still won't engage, it may have damaged splines inside the diff. , preventing the syncro from sliding into the locked position.

Does it have manual hub locks on the wheels?
