My daughter is doing a science experiment on surface tension (third grade science fair). Website explaining surface tension are too complicated. Anyone have a good explanation of what it is and how it would apply to why bubbles form?

Parents are expected to assist to some extent because they are not actually studying the topics in class. I mainly was looking for a source that she could look up and find an answer written in a simplified form. And this is her first science fair. The teacher did not even explain the difference between the question and the hypothesis.
