In New York State we are fingerprinted and there is a background check.

I am all for psychological testing before licensing. I think this could weed out pedophiles who want to teach for the wrong reasons.

Why should they? Before getting a teaching job somewhere, they probably should, but otherwise, it's not necessary to follow up...and also, a criminal background check is required by law but a lot of schools don't actually follow through :X, scary considering almost 100% of USA kids go to school!!
