Are you referring to Filipinos in the Philippines? or in some other country?

In the Philippines, most Filipinos are already hardpressed in life. In a way, to still help someone else can be difficult if they can barely help themselves. But you'd be surprised, the "Bayanihan Spirit" is pretty much alive to this day. We're the only nation with such a spirit.

You are asking a question that you must already have prior knowledge and information. I can't respond to this one other than to say that there are many cultures who are not as respondent to their own and perhaps they should be. When I lived in Los Angeles, I had some experience with Filipino's - but could not make a judgment call like this one. Having moved to the south, I do not see this culture group.

What you talking about? Filipino's are the best! Speaking as a Filipino, I'd say we're very helpful. I recently had an experience myself. Im very big, say 300 pounds. I had a motorcycle accident in a place called "Cavite". As i remembered, i tried to stand up, i couldn't. I saw this guy who very late for something, he saw me and instead of minding his own problems, called some people and took me to a hospital. We Filipino's respect each other and help each other in various ways. You may not see it, but Filipino's are the most loyal, decent, funny, and friendly people to meet. There was one time i went to a beach called "Boracay". This guy came up to me and said, "Good afternoon sir! how are you today? Would you be interested in going island hopping?". I respectfully declined and said, "Wag nalang pare, pasensya na at may lakad pa ako" (translation: Thanks bro but no thanks, i still have some things to do.). And funny thing is, he pronounced the first 4 words of hopping as "hopeing!"
