Genetics-racially dominant trait. Native americans, who descended from asians long ago, also are generally hairless, as are many other sub races. Generally any guys with very little or no facial hair have very little chest or upper body hair either. Just natural. Most caucasians tend to have more hair, many guys with dark hair and thick beards and no chest hair usually shave it off.

I don't know. Just something in their DNA. I don't have any chest hair either and I have European ancestry.
