To put it simply: she was extremely rude. She should have responded in any way to you.
But its not always that simple. There may be other reasons why she didn't respond. These reasons could be anything, really, so I won't get into that. Try find out if anything made it impossible for her to respond.
That said, I have to say that in my opinion girls are strange. While you and I find it weird that she didn't respond, she may think nothing of it.
From what you say, I'd say that she seems to not be very interested in getting to 'catch up' with you.

It was rude of her to snub you off after you've wished her a happy birthday, she should've felt blessed with the fact that you were nice enough to wish her a happy birthday, sadly there are people who are ungrateful for the friends they have these days, although she may be starting a new life with her new friends and living for the future she should've at least thanked you for wishing her a happy birthday.

True, she should have acknowledged your kindness. Nut what was the real reason you wished her a Happy Birthday? Was it to be nice to her, or was it to get a greeting back in return? If you truly were just wishing her a happy birthday, you shouldn't really care if she says anything back in return.
