A VGA camera means that it takes pictures at VGA resolution, which is 640 x 480 pixels. A 1.3 megapixel camera has a resolution of 1,280 x 1,024 pixels, which is more than four times the number of pixels as a VGA camera. A 1.3 MP camera therefore has higher resolution than a VGA camera.

mega pixel is better. That's what they use in digital cameras. I'm not sure about the rest of ur questions but it sounds to me that your most interested in a high quality camera phone. The highest on the market right now are 2-megapixel phones. Such phones are...the enV, i880, motokrzr. Nokia might be coming out with a 5-megapixel phone...check their website i think its called the N90 or N95. But for a little bit less money you can get a 1.3 megapixel camera phone. That is still a decent quality for a phone. I have a razr with a 1.3 MP camera and i am able to get nice clear pictures. hoped i helped a little bit.
