Would help to know your age here, but aside from that, I have to tell you I dearly hate running past people who act like they are on another planet. I always made eye contact and a little tip of the fingers (as in half-hearted wave) just as acknowledgment - smile optional. Those who are oblivious seem to irritate me.
Anyway, if you are running alone, my suggestion is to make eye contact and act like you're plugged into the world this very minute. Many women who are shy, dainty, proper, and avoid eye contact appear to be the perfect targets for abuse.
So I suggest you be constantly aware of everything coming and going, make eye contact and don't act like a victim, and maybe find a running mate. Good idea too is not to run the same route and time every day.

You are not alone. I am the same way. I walk and jog almost everyday before I head on to work, and everytime I approached someone I feel awkward and just look down and keep on jogging or walking. Usually though because I didn't look my best maybe. Frankly I don't have time for contact, I am concentrating on feeling fit. I didn't go there to eye contact them, but I should, so I do sometimes.

No you're not strange, but yes you think and worry about this kind of stuff far too much.
Pick a distance that you are comfortable with of about 10-15 feet away from them - give them a quite look of about two-three seconds to see if they are looking. If they do look, then smile, nod or whatever you wish and jog on; if they don't look, then just jog on.
Whatever you do don't let it spoil your jog, most of these people are going pass more than one jogger during their run, and whatever you do isn't really going to make or break their lives!

From a guy's perspective, quick eye contact and a confident nod from about 10-15 feet away and right back to what you're doing is all thats necessary. It acknowledges them, establishes "right of way" and "my space" navigation time, and will be seen as courteous without sending any other signals. Smiles are nice the first 1/4 of my trip, but near the end when I'm tiring, a simple nod is not only appreciated, it can be prefered.

Should I seem happy and strange?
Or rude and mean?
I honestly think that if they look in your direction, you should nod or give a small smile. Make eye contact for a second or something if you want. It always leaves someone feeling happier afterwards, even if its just for a second.

I know that if someone smiles at me and I don't smile back, i spend the next 10 minutes, kicking myself at being so unintentionally rude. They'll feel far more uncomfortable than you. Just smile at them anyway. They'll smile next time.

If I were you, I wouldn't worry too much about it. Give a quick glance, and if they look like they'll give eye contact, give a quick smile. If not, then look somewhere else. Just concentrate on where you're goin....just my opinion.

I find most times when i go out jogging other people say hi cuz we are both doing the same thing that we enjoy.

if you smile, you'll know someone went to bed that night thinking about you.
if you didnt even give them a look, they'll go to bed trying to stablize their deflating ego and ponder on their attraction level

I feel the same when i am walking down the street. When you are with your friends you dont really think about it as much, you are less vulnerable with them.
