For university, do they look at 3 years of GPA in highschool or 4?

They look at all four years. I know people who got accepted at universities, and the second semester junior year they let their grades drop, and universities dropped them.

It depends on the university. Some use all 4 years, others use 3. If they say they look at cumulative GPA then they are looking at all 4.
