It's all a conspiracy.
The wildlife organization pays them off to do it. They have enough Do to spread around so they pass the Bucks to them. Some don't take the bribe though and then 'Bam'-Bi the sound when they get hit by a car.

I dunno, maybe they put the sign before you enter the place where deer constantly cross the road and where it ends.
