Are you looking for a state-funded school rather than a private one? If so, they likely all have biology departments. You will have to find the one that is right for you. Thankfully, there are so many state colleges in PA--there's Penn State and Pitt, of course, and then there is the state college system--Bloomsberg, Millersville, etc. East Stroudsberg seems to have the most options when it comes to biological science majors--biology, biotechnology, biochemistry, etc.

Lycoming College in Williamsport, PA has a great Biology Department and a state-of-the-art Science Center. Bigger isn't better, as others may want you to believe. It's definitely worth checking out.
