Watching the V8 Supercars, sometimes flames shoot out the exhaust when downchanging, I was once told this was to cool the exhuast valves is this true?

NO just raw fuel entering hot exhaust tubing. Ignites and flames out the exhaust everytime the throttle plate closes fuel left in the cyls gets pushed out to the exhaust.

No!
the engines are so finely tuned that when backing off the throttle the exhaust cam retards to reduce power quickly
and fuel which is still burning is discharged through the exhaust.
