It's hard to give a good answer without knowing the kind of fish you have. For some, lying on their side would be a good sign that he's sick. Some fish, like iridescent sharks, roll on their side and play dead when they're scared. For some, like some Oscars I've known, it's just something they do (and no one knows why). Freshwater flounders spend all their time on one side as they mature.
You could try looking up the type of fish you have to see if this might be normal behavior, or repost the question with more information (type of fish, how long you've had it, other fish in the tank, how many fish in the tank, any other problems it might have [fuzzy/cottony growth, not eating, etc.]).
Here are some websites that may help you diagnose this if it is a disease. I'd suggest looking at swim bladder and ammonia poisoning to start:

It has swim blatter disease. This means it has a disease/problem with controllig it's swim blater, wich helps it swim. There are some medications to help it, but its not always curable. Some people who are crafty made their fish floatation systems, like, puting a small harness on your fish that is conected to something that can float, and wont be dragged down from the fishes weight.
It is caused from genetics and water quality. Do not over-change your water, but change about one-third of it weekly to bi-weekly. Be sure the water is chemical- free(other than water purifer and medication, and salts. Sadly, not all can be saved. Some vets do have medication, but if they don't be sure to search online.

what kind of fish is he? a goldfish?
it sounds like a swimbladder problem, usually cause by either overfeeding or bad water quality.
cut how much you're feeding him, starve him for a few days, and then try him on cooked de-shelled pea. keep his tank healthy and clean. (you're doing weekly at least water changes aren't you?)
he may or may not recover, it depends on how advanced the swimbladder damage is.
