If you use a water based emulsion paint there is no problem. Spray paints often use an acetone thinner which dissolves styrofoam. Oil based paints make this substance highly inflammable, which can be a problem if the picture frame is near a heat source. If you've ever seen this material catch fire you will realise how quickly it goes up in flames, even the stuff which is supposed to be fire suppressed. Here in England it is against building regulations to paint styrofoam (polyurethane foam) ceiling tiles. They also give off poisonous gas when burning. But use emulsion paint and it acts as a fire protector, and if you use a small mohair roller or paint pad, you can get a nice finish with no brush marks, and it dries very quickly. You can get water based paint aerosol cans in craft shops/warehouses, but you need a bank loan to buy them.

Go to a craft or hobby shop. Go to the paint section. There are special spray paints, specifically designed for use on styrofoam. They come in a wide variety of colors and best of all the cans are small so you don't have to buy a big can of latex or other type of paint. Since you're doing a small project like picture frames, this is really the most cost effective solution.

The short answer is yes you can. I have Styrofoam walls as the lower level of my home as a part of the foundation. Before I got around to covering them with drywall I painted them with a latex based paint. I would not use an oil based paint.

Acrylic paint is the right paint. Go to a craft store they have lots of acrylic paint for use on Styrofoam. There are some acrylic spray paints, again craft store. Regular spray paint will melt Styrofoam.

I always use spray painy when I paint styrofoam, its the easiest. You could also you acrylic paint. Im not sure what paints you couldnt use.

With all due respect and depending on the type of foam, many spray paints will dissolve it. Certainly there are those that won't IE: Some fabric color sprays and Silk flower color sprays.
Since you want to Color your decor why not choose colors from some that already exist, and use latex.

Don't use spray paint. It destroys ur styrofoam.
U can use acrylic to paint it. I think most of the paint can paint on it.

Im fairly certain you can only paint stryofoam with acrylic paints because other paints have solvents that may attack the foam.

u can use plaka to color styrofoam - yeah!! dont use spray paint coz if u spray too much it will destroy your styrofoam..
in my country, they r selling plaka in big bucket but u can see some sample here :

this plaka will not destroy ur styrofoam even if u applied it too much. its easier to manage on styrofoam rather than using normal waterbase paint.
