Wolfman Jack works for me!
Seriously, though, if the question is can you legally impersonate a personality or celebrity (that is take on their persona and present yourself as that person) the answer is no. Just like it is illegal for someone to impersonate you. It's called impersonation and identity theft.
People who mimic the famous for a living do so with the understanding it is not to take their identity. Many times, impressionists like Rich Little have a lot of impressions they do in any one show. Sometimes they use a name that is similar but not the same.
Impressionists have to keep up on who is hot in the news to survive. And once they do their act they become themselves again.
