It's been going on since at least the 19th century. There has not been a major attack recently. There is only one way for a numerically, financially and technologically weak group to attack a vastly superior force and that is basically by ambushing it, whether at it's home or elsewhere.
Some of the Iraqis want the Americans and their allies the hell out of their country. Some of the Iraqis want to run the country after the foreign forces leave so they attack the other side and anyone who tries to stop them. Same goes for some of the Afghans too.
Defining people who attack an invading force as terrorists is a fairly new invention. In 1939-45 they were called partisans.

There isnt actually a whole lot of terrorism going on in the world. If like me you live in the U.S thats all we hear about is Iraq this, Al Queda that, but really look beyond that and you will see thats its all confided to Iraq pretty much, with the odd bit coming from Afghanistan, but I wouldnt even regard that as terrorism as the Taliban whether we like it or not are just trying to get back their country. Since 9/11 the only other terrorist activity was the bombings in London

Because it works. As long as we give credence to the Chicken Little crowd and allow reason to be replaced by mindless emotionalism, it will continue. When we refuse to be terrorized, it will stop.
