It's not an easy style to create . It helps if the person has a bit of wave to their hair.
Use a real slippery type gel
Make a part in the hair where desired.
Comb the hair in whichever direction the hair grows naturally.
(some hair grows forward)
Apply your fingers horizontal to the part and then comb the hair in the opposite direction. And squeeze the hair that you have in between your fingers.
