because the Y!A team is too busy suspending responsible members. the haters are generally in groups, reporting people in vast quantities. they come in as a gang and select their victims and cost them their accounts, while other idiots just post away until they get caught.
one guy i know of just got 18 months in jail for doing exactly what little dick is doing, so his time will come. it's called pandering obsenity to minors. if there happens to be anyon from law enforcement on here, they'll nail his shrinky dink to the wall.
