it's a latin symbol of small letter E..
if you are working with microsoft word
1. go to INSERT (from the menu bar)
2. select symbol ë
There is a shortcut key.. Ctrl+:,E
and you could always change it to be a lot easier for you to insert, just choose the shortcut key option.

In German, it is called an "umlaut." I must have an older version of M/S Word. Mine does not include it when I use insert, symbols. However, if I go to help, and ask how to insert symbols or special characters, it provides a list which includes international characters. From that I can see how to type in the various foreign punctuation marks like an umlaut or tilde. For the umlauted "e," hold down control and shift, type the colon and then the letter "e." On my computer, that gives me a capital, so then I have to go back in and change it to lower case using format/change case--a bit cumbersome, but it does work. (If I know I am going to be needing a lot of them, I just copy and paste to get additional ones.)

If you have Windows XP, go to Start - All Programs - Accessories - Systems Tools - Character Map. Here select the Font type in which you want the special character of the type you have in mind, and in that font, select the special character. Click on the character chosen, click on 'Select' and then on 'Copy'. Then go back to the text where you want this character to be inserted, point the cursor at the specific point and right click to get some options. Click on 'paste' when you would get the selected character at the point chosen.
Following this procedure, I have printed the character you wanted here (in Times New Roman font), as, ë. (If I haven't selected the right character, I am sorry for that: please select the correct font and the correct character.)

When you are in the Word document, click on insert and then click on symbol. There is a symbol with the "e" and umlot over top.
I do not know if the spelling is correct, but it is called an Umlot (Um - lot)

In MSWord, go to "Insert Symbol"...sorry I don't know what it is called.
When it is over the U, I have heard it called a "dipthong".
