Say if I watched a cartoon show online that was only meant for TV. Would it be against the law to just watch it or do I have to download it for the illegal-ness to kick in?

If you are watching it online, then you are making a copy. It is being copied piece by piece from the server that hosts the website, down the internet feed, and onto your computer. The fact that you are not saving (downloading) the copy is irrelevant.

However, if you are not saving a copy, then it is much more difficult to prove infringement on your part. The person who make the material available on their website is another story, and can get into trouble for unauthorized distribution.

it is not illegal to watch it but u cant download it and try to sell it to someone else that is a crime have a nice day.
