If you're hoping to make the mp3's sound better, changing them to a wav wont really increase the quality. Since the compression involves removing parts of the waveform, changing them back to a wav file only kinda "stretches" them back to their original size, but the missing parts will still be missing. However you can do it, there are various programs out there. FreeRip is a good free program....http://www.download.com/FreeRip/3000-2140_4-10050140.html . Now, if you burn mp3's onto an audio cd, they are converted back to a wav automatically. With a data cd, they stay in mp3 format. Burning a cd is really the only reason I can see that you would want to change mp3's to wav files. There's not a whole lot you can do to make mp3's sound better, besides EQ'ing, and using filters or sound effects. DC Art makes some good software that can help. Try DC Millennium.

play ur mp3 files and record dem with d help of ur sound recorder...with dis u can convert up2 1 min of d song in 2 a WAV format

adobe audition will do it, or coll edit pro, you can get that free on the net now
