WOW!!!!! you ended up with more questions than answers here. Ultimately no one group or person can be credited with setting up the modern time system. it has been refined for centuries by various groups. in ancient times the day was broken down into morning noon and night. then someone found that shadows could be used to determine the time of day even more accuratley, it wasn't until in invention of gears and pendulum that someone was able to started breaking the day down into minutes and then seconds. it was a simple matter of using a steady pendulum to measure the duration between the pionts on a sundial to determine if they where actualy accurately tracking time or if time moved at a different rate at different parts of the day. in the end the test yeilded that the movement of the Sun ( since back then they believed the earth was still the center of the universe) was constant. now all they had to do is break it down and presto, they had 3600 ticks of the pendulum per hour. of course that makes an impossiby hard time of telling where you are between hours, so it was broken down to more manageable units, 60 by 60. thus minutes where born because they where small units of time( the word minute when you mute the U in it means something small or almost impreceptable). in the 50s and 60s scientists tried to recalabrate the clock to the metric system, wich is base 10. that yeilded some interesting lookig time peices. I wich I could tell you where to look for pictures but I haven't seen any since the late 80's myself.
well I hope that gives you some insight.

RE:
Why do we have 60 seconds in 1 minute? 60 minutes in 1 hour? How did we come up with such system?

Because of an ancient mathematics system based on the number 60--a sexigesimal system. Just like we pretty much use a base of 10, ancient Babylonians used a base of 60. It pretty much permeated the world's societies, and is still used today as far as time is concerned. Its not a law or anything. It could have just as easily been 100 or 3, time would just be calculated differently. Time is actually only the 4th dimension in the spacetime continuum. We simply attach systems to it to help us relate specific events to specific points in spacetime.

I've often wondered why it's not 100 seconds per minute, 100 minutes per hour, and probably 10 hours per day(100 would make for way too fast of clocks).
Great question.

well it takes 24 hours to rotate around the sun and bring back to the same spot in the sky as it was the previous day.. so it would be weird if it wasnt like that... then after that its all math.. break 24 hours up into 24, 60min spans. with 60, 60 sec mins.

It is because they had to break down the numbers evenly to a rotation of the moon that takes almost 24 hours to complete. And it takes 366 days so earth would rotate. It is basic stuff that i learned in a quantum physics class. That is also why i chose the ps3 cause i choose the most advanced system using my brain.

It all has to do with the rotation and revolutions the earth does around the sun.
