You probably feel in your subconscious mind that things are not moving quick enough right now in whatever project you are working on. However, a trutle is not moving quick but she gets to where she sets her mind to go and do. I would say also that it means perseverance and you will succeed. Not necessarily in the time frame you are expecting to, but you will succeed at the end.
