Could be many things. Bad power supply, bad ram, failing fans leading to overheating, dirt and dust in the cpu fan, a virus, a hard disk failure. If you don't have the skillz or parts to troubleshoot it yourself, this is where you support your local computer technician and help feed his family. Something is broke somewhere and about the only thing you'll be able to check yourself to see if fans are turning and if they're not dirty.

If it won't boot in safe mode, you may have to re-install. Don't worry, that doesn't necessarily mean losing your data. You can reinstall to the same directory for a faster fix, but you may have to re-install some programs. A more difficult fix is to reinstall to a separate directory, and then figure out what files might be corrupted so they can be copied to the original windows directory, and then make the old directory the default.

You didn't say what version of Windows.

I think you have corrupted files needed by the windows to boot, or worse you maybe have a failing hardware.

Try to boot from your original Windows CD and try to repair your windows installation.
