The car was abandon and was dark blue color. The hazzard light turn and/ r the car's head lights turn turned off. So the car was invisible at night. My friend;s mother had only libility insurace on the car. She still owes a for a car that she doesn't have. Does anyone have any suggestions on what to do next.

Be part of the audience on Oprah when she's giving cars away. That's my plan!

Real bad situation. She still needs to make her car payments. If the car was financed, she should have had comprehensive insurance. Usually it is written in the contract that she is required to maintain the insurance. If she lets it lapse, the lien holder could declare the contract in default and demand the entire balance due. If they find out they probably will since they don't have near as much security for their loan now.
Hopefully, you can call the police department and find the owner of the other car through the plates, Although I have gotten judgments against people but if they don't have it then it's just a paper judgment. You can't get what they don't have.
Your friend will have to take the bus, or try and get a cheap car to drive until she can get the mess cleaned up and it may take her some time to do.

The only thing she can do is buy another car with a really cheap payment, and try to collect damages from the owner of the blue car. If they don't have insurance that may hard to do.
