find then, who is the person liable, and is it not against those rules to do that repairing the blues?

The only reason a person would remove the serial number on a computer is if it was stolen. I would stay far away from any one that does that and I would report to the police if someone did that to my computer. If the person repairing the computer is the one that removes the serial number then they are the ones liable.

The repair person should not be taking off serial numbers. He's doing something wrong if that is happening.

why would they take off the serial number unless it was stolen?
