Hawaii is second place is rainfall only to India, and not by that much. The Pacific Northwest has more days with rain than the rest of the Lower 48, but the Southeast generally gets higher rainfall amounts because of the airmass thunderstorms and hurricanes.

Around the far southeast where Florida is. Because they have severe hurricanes lash through that region for 4-6 months a year and it generates heavy rainfall and gale force winds. So i'll say Florida has the heaviest rainfall.
