Depends on when they were living and the culture/civilization they live in.
In the early history of humanity it was almost mandatory to live near water as it's needed to survive. Since they had no real way to transport it long distances effectively (at least until the Romans and their aquaducts) people tended to live very close to water. In some parts of the world this is still the case.
In modern times people live close to water for a variety of reasons. They may enjoy water activities or they may just like the scenery.

people prefer to settle close to water that's because some people love the scenes of the seas and others perhaps the sea breaze and the rest love the waves of the sea and the silence of the area.
the absolute reason of the people settling along the close the water is that the basic needs of man are food ,(water),clothing and shelter.

there's three main reasons.
1. for people in the past, water is needed for many things. Washing, drinking, cooking etc, so being close to water makes life more convenients.
2. geographically, being near the sea is a bit cooler in summer and warmer in winter. this is because water loses and absorb heat at a slower rate as compared to solid, in this case probably concrete, which is what all cities are made of primarily. air pressure would tend to be higher when the temperature is lower, and in normal conditions, air flow from a region of higher pressure to one of lower pressure.
therefore, in summer, there is higher air pressure in the city area and lower pressure on the sea, and there will then be a cool sea breeze blowing. similarly, in winter, the area near the sea will be relatively warmer.
3.water has a calming effect on most people, which is why people like to have water fountain in their house, if possible. also, in chinese fengshui, water is said to bring fortune.

Historically it was because of transportation by water. Even today, shipping goods by barges and ships is the most economic way to move freight.
People settle near their jobs. A good transportation system supports many different jobs and many people.

First of all you can plant stuff there, agriculturally, for recreation this is important for alternative sources of food for rural area with no water supply and only natural water.
Then theres the calmness and healthyness of it. Old japanese living near the summits of high mountains drink and cook noodles with fresh mountain water and they live to 110 years old. I.ve had to good fortune to meet one old guy. He still plants some sort of weed when he is 99!
Finally, it allows trade though sea. Really important for trading countrys, like Singapore, Puerto Rico, they trade as a living.

I just got back from a vacation at the ocean. I find water very peaceful, fun and full of life. We ARE made up of mostly water, aren't we?

because it is more peaceful when you live close to the water than in a big, crowded city.. living close to the water gives you more opportunity to go swimming, fishing, or any other water-related activities.

Because water is NECESSARY for human survival:
1) Drinking
2) Washing
3) Cooking
4) And for farmers and such, feeding their cattle and watering their crops...NOTHING grows without water!
