He only failed one year out of his life. Theres plenty of time to correct the problem. He's only in 4th grade, hes got most of his life ahead of him so the answer is yes.

I hope he has gotten tested for learning disability like dyslexia or other processing disorders or ADHD. Please if your mom hasn't brought him to get tested, ask her to do this.
Failing does NOT mean he is dumb or even that he didn't try. There are many reasons kids have problems, and he needs your help right now. Maybe you can help him by reading with him, playing math games, and encouraging him. Tell him you think he is smart and a great kid, that will go far in the mind of a little kid like that.
Of course he can succeed. He needs to find his strengths, fight his weaknesses, and work towards small goals one at a time.

Let me get this straight, you think that a nine year old who failed a primary grade which hardly counts for anything in the first place will never get a job, never go to college, and never succeed? of course he will! but he will only if he tries!

Of Course! He will need better support than what you are giving him. Help him out, study with him, I don't know how much older you are, but show him how important school is. If you are a good student you will set a great example.

how do u fail fourth grade? u should try and help him out and see what is going on with him there is obviously a reason why he failed. is something troubling him, does he daydream a lot, is he being bullied or something? try asking him these questions maybe they will help

Wow sure there is.
I nearly failed then and I was a real black sheep.
Then I studied hard and managed to get into GEP. You must monitor him closely though.
