Randy, in the context that you mention, means this: a) lustful, lascivious, lecherous. b) Of or characterizing frank, uninhibited sexual behavior. It originated in the Scottish language where it meant "ill-mannered". If you would like to see some liberal usage of the word, check out the "Austin Powers" movies with Mike Myers. I first heard the word from a lady that I worked for one summer at a restaurant. She hired me to help her move, in addition to my regular job. While taking a brief rest at her place after unloading the truck, she started acting all "Mrs. Robinson" on me! (A reference to the film "The Graduate") She tried to get me to smoke a joint with her, but I told her it wasn't my thing. She told me that her Husband's name, who wasn't home at the time, was Randy and that it also meant "horny". I told her she was full of crap, but she pulled out a dictionary, and sure enough, she was right. Then she went into the bathroom to pee AND LEFT THE DOOR WIDE OPEN SO I COULD SEE IN! Eeeeeeewwww! That was my cue to leave and quit that job! Sorry to turn this into a disgusting sort of "Penthouse Letter" or something, but you reminded me of that story with your question.
