Try giving him a sponge bath with hydrogen peroxide. The handy release of oxygen when it contacts organics and or infection should kill those nasty bacteria causing the stink, and lighten up any hair you have on them too. I say that is a reason to be happy. So be happy and STINK NO MORE!

Talk to your landlord, he should be cleaning the hallways better and also washing down all the entry ways into the building.
