No it won't they will just die. There is no real way to stop a fish from growing, it's a myth that fish grow to the size of the tank they are in. Their bodies may stay smaller but their organs still grow and they will just eventually die. I actually used to be an aquatics specialist at Petsmart so this is accurate information.

The only way to keep a fish from getting larger is to buy them at close to the adult size (you'll have to research how large that is for the kinds you would like to keep). Because the suppliers will have spent more money on their care (food, water changes, medications, electricity), don't be surprised that they will cost more than the young ones you see in fish stores. One drawback of purchasing an adult fish is that some species don't live very long - so you don't get to have them around as long as a young fish.

If you have a small aquarium, you'll need to choose your fish based on their adult size so they won't outgrow your tank. Some good species to consider are guppies and platies (if you get all males, they are showier and no babies), neons (or other small tetras), white clouds, smaller danios, or rasboras. Here's a link where you can look up these fish - there are photos of each and info on their care: http://www.liveaquaria.com/product/categ.cfm?pcatid=830

Yes to some degree fish grow to the room they have in the aquarium, but they also will just grow to some degree based on their species.
