Well it shouldn't. There may be a couple of reasons for it however. Are all the phones filtered? If they are there may be a bad phone which loads the line down when used. You might try disconnecting one phone at a time to find the culprit if that is the issue. Otherwise you may need the phone company to run some line test to see that the levels are correct.

Usually this means that they wired one of your jacks incorrectly. Most likely the phone line is shorted onto the internet line (all jacks are wired for two phone lines), or one of your phone ports are wired backwards in the switch. One of the phones could be the problem as well, but I have seen this symptom before several times due to guys trying to do their own wiring work in their home...

Is cable not available in your area? Your cable provider can usually bundle your cable, internet, and phone onto a much cheaper plan than paying for all three individually. Also, cable internet is much faster and they have an amazing Vonage offer going on right now...

No, you should be able to use the phone and stay connected to the internet. Make sure you have filters connected to all the phone lines.
