First off, if your ex had access to your passwords for email, IM's, forums, logon for your computer, etc. you need to change them.
You gave no examples or evidence of what makes you think that he is doing something he should not do. Do you suspect he is remotely using your computer? Or has installed a keylogger?

Immediately notify your Internet Service Provider. As long as you can prove the service is in your name, you can also change the access passwords. If you are using dial up you can't provent him from using your account unless you change the access password(s) for the account. Make sure the account wasn't opened jointly (with both your names). If it was, close the account and open a new one. Request the same email address, if possible, and, make sure to change your email password if you continue with the same email account name. How is he stealing your internet service. Unless you have a wireless router and he lives right next door to you.

He probably knows your passwords
change all your passwords so that he wont get into anything that yours.

Cancel your service and get a new on, maybe if you tell the internet service company they will some how put a block on it or a new password.

And change all of your passwords, email and all.

Contact your internet service provider and request a different password and explain the situation so they will deactivate your old one.
