my angelfish is very big and very healthy but latly it has developed a white mark on his/her upper lip(looks like it just drank milk)is this mouth fungis or what?

I'm assuming this is a freshwater angelfish for my answer - if it's saltwater, please post an edit.

The white mark could be the beginning of "cottonmouth", which is a bacterial infection that appears more like a fungus. To treat this, you'll need to use an antibiotic that specifies that it will treat Columnaris: http://www.fishdeals.com/fish_diseases/cotton_mouth/

are there others in the tank, it may of been bitten. They often go for each others mouths.
