Yes, as they owe you nothing and as the manager they reserve the right to not hire someone. Now it was unprofessional to say you were "drugged out", they could have said that they didn't think you were fit for the position instead. If you are tryign to get a job interacting with customers, or on the phone, you have to sound excited and friendly, willing to help the customer with any problem, no matter how big or small. How did you find out that is what the "head supervisor" said about you?

As far as I know there are no laws concerning not hiring someone based on this.

It could be, if the job would require you to be in contact with customers or clients. Then it would be a public relations thing. Otherwise, I think not.
