There are many utilities that make such claims, however, the only guaranteed method is by totally erasing everything & reinstalling Windows from scratch.
The drive should be cleaned of all existing partitions ... freshly repartioned & formated.
This not only removes any traces of file corruption yet also insures that the MBR & FAT tables carry no flawed addressing that may have stuck over the years.

Also finde out whats running in the back ground of your computer using the MSCONFIG in the start run menu. Turn it off open it up and use a can of compress AIR and clean it up. Check all the connections on the power supply / check that the memory is in tight. Check all the circuit boards like the video card and make sure that they are secure. Check that the cables going to the hard drive and floppy are tightly secured as well. Use the can of air to blow out any dust. Check visually for anything that might be a problem.
Don't remove CPU unless you know how. Check screws around fans to make sure they are tight. Turn gently as the strip easily. Plug power in and see how it works..

The fastest and simplest way to make your computer run like new is to simply reformat your whole computer system (Making a backup of important files if you want.) and then reinstall Windows.
This is because of issues regarding bit rot and/or software rot. This is simply like normal wear/tear and degration of stuff of hardware, except it's the data inside a hard disk.

Well first get "THE ULTIMATE BOOT CD" to back up all that you need. Then you need to reformat your computer, this will make it as if new; literally, you'll be able to install everything again and the next time you turn it on, it'll be as if new and as if it's day one of it's life.

AVG Antivirus
Ad-Aware
I personally would not waste time deleting anything or disk defrag...you won't notice a change most likely.
